Keep it like a secret
The purported secrecy of the Taguba Report has been much discussed. (Is this one of those Foucaultian things in which, despite out Victorian shyness, we discuss the things we would keep quiet at great length?)

The Carpetbagger Report notes that it is illegal to classify documents 'solely to "conceal violations of law"':
A military report documenting torture was hidden, probably illegally, from everyone. The President and the Defense Secretary realized it was going to be devastating, but decided not to read it. Once it was posted online by underground websites like MSNBC and Fox News, government employees are reminded that, while everyone with web access can read the document, they shouldn't, because it's classified.
