According to the Washington Post, Bush wants UN to increase presence in Iraq, but won't turn over any authority. This is perhaps old hat by now. But the true comedy is that the administration's diplomats may be avoiding Annan and the UN:

Despite Annan's gesture, the United States on Thursday canceled plans to send a high-level delegation to Friday's talks.
